Terms of Reference
GERMIN, in partnership with Caritas Switzerland under the HOME - Holistic Opportunities for Migrant and Diaspora Engagement project, invites qualified professionals from the Kosovo diaspora with expertise in migration management to apply for short-term expert engagements supporting public institutions in Kosovo.
Two (2) diaspora professionals will be selected and matched with one or more beneficiary public institutions, which may include selected municipalities and relevant structures within the Ministry of Internal Affairs – Department for Integration, based on identified institutional needs. The professionals will provide specialized technical assistance, knowledge transfer and advisory support in the area of migration management. The HOME project is funded by the Government of the Principality of Liechtenstein.
1. About the HOME Project 
The Holistic Opportunities for Migrant and Diaspora Engagement (HOME) project aims to contribute to well-managed migration processes by 2028 by strengthening the role of migrants, refugees, and diaspora communities in promoting socio-economic development and social cohesion at the local level. The project works closely with national and local institutions, relevant agencies, repatriated persons, asylum seekers, refugees, other migrants, the private sector, diaspora communities, and civil society organizations to create sustainable opportunities for engagement, inclusion, and community development.
2. The purpose of the call
The assignment aims to mobilize the professional expertise and international experience of the Kosovo diaspora to strengthen institutional capacities in migration management. Through structured engagement with the beneficiary institution (Ministry of Internal Affairs – Department for Integration), selected professionals will share relevant international practices, provide technical advice, and support institutional staff in addressing practical migration-management needs.
The engagement contributes to the broader objective of strengthening links between the Kosovo diaspora and public institutions through the transfer of skills, knowledge and professional experience.
3. Scope of Work
The selected diaspora professionals will provide specialized technical support and knowledge transfer tailored to the needs and priorities of the assigned beneficiary institution(s). Activities may include:

Providing technical advice and practical recommendations on migration-management issues based on professional expertise and international experience;
Sharing relevant international practices, tools and lessons learned in migration management;
Supporting institutions in improving practices, procedures and coordination mechanisms;
Delivering consultations, knowledge-transfer sessions, workshops or other forms of technical exchange, as appropriate;
Providing targeted input on specific migration-management challenges and strengthening the practical knowledge and skills of institutional staff; and
Preparing concise technical recommendations or other agreed outputs and, where relevant, facilitating links with international practices, institutions or professional networks.

The exact scope of support, number of advisory sessions, expected outputs and schedule will be agreed at the beginning of the engagement based on the specific needs of the assigned beneficiary institution(s).
4. Duration and Modality

The assignments will take place between September and November 2026.
The selected diaspora professionals are expected to support assigned beneficiary institution(s) for a period of up to six weeks, about 80 hours of commitment (including preparations, physical and virtual engagement, reporting and travel hours)
The engagement will primarily take place in a hybrid format (online, with possible in-person sessions) in Kosovo, where relevant and agreed.

5. Eligibility Criteria and Required Qualifications 
Applicants should demonstrate a strong combination of professional experience, technical expertise and relevant knowledge in migration management or closely related fields.
 
Mandatory qualifications and experience:

Be a member of the Kosovo diaspora and bring relevant international professional experience;
Hold a university degree in migration studies, public administration, law, political science, international relations, social sciences, development studies or another relevant field;
Have at least five (5) years of relevant professional experience in migration management or a closely related area;
Demonstrate expertise in one or more relevant areas, such as migration policy and governance, migration and mobility, return and reintegration, asylum and international protection, labour migration, diaspora and migration policies, migration data and analysis, or institutional coordination;
Have experience working with public institutions, government authorities, municipalities, international organizations or civil society organizations, including relevant technical assistance, advisory, training, mentoring or capacity-building work;
Demonstrate strong analytical and communication skills and the ability to translate technical knowledge into practical recommendations. Excellent written and spoken English and Albanian are required. Proficiency in other languages spoken in Kosovo will be considered a strong asset. 
Be available during the implementation period to participate in agreed meetings, consultations and knowledge-transfer activities.

6. Desirable qualifications and experience:

Experience working on migration management in an EU Member State or another international context;
Experience supporting institutional reform or developing migration-related policies, strategies, procedures or mechanisms; and
Relevant European or international professional networks and/or previous engagement with Kosovo or other Western Balkan institutions on migration-related issues.

Applicants should be able to demonstrate how their professional background and expertise can respond to the needs of beneficiary institutions and contribute to practical knowledge and skills transfer.

This is a remunerated short-term expert engagement. The level of effort, compensation and, where applicable, arrangements for approved in-person engagement will be specified in the individual contract.
